Mandi has been a resident of Southside Virginia her entire life. She attended Radford University receiving her undergraduate in Fashion Merchandising and received her Master of Textiles from North Carolina State University. After graduating she moved back to South Hill where she married her husband Brian and they raise their three children, Bailey, Caroline, and Stella. Life took an unexpected turn when her son Bailey was diagnosed with Autism at the age of 3. At that time there were very few resources for Autism in Southside Virginia. Together with Shannon Facchina, Mandi co-founded Families Embracing Autism Together out of a need for education, awareness, and support for her family and others in their situation.

Center Manager

Jessica joined Families Embracing Autism Together (FEAT) in 2022 as the Program Coordinator and Marketing Assistant, and her passion and dedication quickly led her to her current role as the Center Manager for The Bailey Center for Special Needs - Going Beyond Boundaries. For Jessica, this role is more than just a job—it’s where her passion and purpose truly connect. She loves supporting our participants and families and finds great joy in being a part of their journeys. 


Her favorite part of the day is when she can step away from her desk and spend time interacting with families and participants, building relationships and seeing firsthand the positive impact the center has on their lives. 


Jessica lives in Dundas, Virginia, with her husband, Austin, and their son, Walker. When she’s not at the center, she enjoys spending time with family and friends.

Jácel joined The Bailey Center family with a deep passion for advocacy, education, and supporting individuals with special needs and their families. She is currently finishing her Ph.D. in Criminal Justice, with a specialization in juvenile justice and psychological development, and is expected to complete the program in Fall 2026. Jácel earned her Master of Science in Criminal Justice and Public Administration from Liberty University, specializing in policy and grants, and holds a Bachelor of Science in Criminal Justice from Old Dominion University. In addition, she completed a Minor in Psychology, a Certificate in Diversity Studies, and is a Qualified Mental Health Professional.

Jácel’s passion for this work is deeply personal. She has an autistic brother, whom she homeschooled from fourth grade through graduation while supporting him across all areas of his development. In addition to education, she was actively involved in his therapeutic supports, advocating for his needs and helping navigate services throughout every stage of his life. These experiences shaped her lifelong commitment to advocacy, inclusion, and creating meaningful, individualized support systems for individuals with special needs.

Now part of The Bailey Center team, Jácel is honored to give back to a community that has meant so much to her family. She is excited to support the center in any capacity possible and to contribute her knowledge, experience, and passion to furthering the mission of empowerment and inclusion.

Outside of her work, Jácel enjoys spending time with her husband & family, reading, listening to music, singing, and playing video games. She values connection, creativity, and lifelong learning, and is grateful to be part of a community dedicated to making a lasting impact.

 Kylie is currently an intern and dedicated volunteer at the Bailey Center, where she is gaining hands-on experience while giving back to the community. Her time at the center has helped her develop valuable skills and deepen her passion for service and inclusion.

With a strong interest in working with individuals with special needs and different abilities, Kylie is committed to creating inclusive, supportive environments where everyone has the opportunity to thrive. She is focused on advocating for individuals, empowering families, and fostering understanding of the unique strengths and needs within this community.

Known for her love of basketball and the color purple—both key parts of her personality—Kylie brings energy, compassion, and a collaborative spirit to everything she does. She believes in the power of education, empathy, and teamwork to create meaningful, lasting change.

 The Bailey Center Legacy Team is made up of former staff, interns, and dedicated individuals who have helped shape our organization and continue to support our mission through special projects, mentorship, advocacy, and community engagement. While they may no longer serve in a full-time role, their impact remains woven into the fabric of our organization.
